Access to the outdoors—aquintessential aspect of being Kiwi—will be complemented by honouring ourshared heritage and mātauranga Māori, creating a space that nurturesconnections across generations and cultures. Councilhas already agreed to ongoing maintenance of the whole proposed development ofCarrington Park. At this stage officers do not know if this design willsee an increase in operational budgets over and above what has been estimatedfor the whole park design. Sincethe community co-design, the Carterton Skate Park Users Group (CSPUG) has beenestablished and determined that the current bowl and ramps need to beresurfaced and brought into the design of the rest of the park. Together withKa Pai the CSPUG team engaged Acid NZ – Skatepark designers to develop aplan for the skate park.
That Council notes the fantastic work of the Bower Bikes team in repairing bikes, upcycling new bikes, teaching bike repair skills and building community connections. The Inner West should celebrate our historical ties to thisincredible sporting event with a live screening of the Koori KnockoutWomen’s and Men’s Grand Finals. A live screening would allowresidents who can’t attend the event in person an opportunity to stillenjoy the event amongst family, friends and community. This is an opportunityfor Council to celebrate First Nations history and culture in the Inner Westand builds on our track record of championing cultural markham roofing contractors and racial diversity inthe Inner West and platforming women in sport. InAugust 2025, the world will mark the 80th anniversaries of the atomic bombingsof Hiroshima and Nagasaki. That as a community committed to peace, Council will explore opportunities to raise awareness of this issue locally and explore opportunities to hold commemorative activities around Hiroshima and Nagasaki Day, including by engaging with local schools and community groups.
Councils must notproduce a draft policy without having consulted the Police, alcohol licensinginspectors, and the Medical Officer of Health. These groups made comment on thePolicy prior to consultation commencing during the review, they were also invitedto provide further comment during the consultation period. If agreed bythe Wairarapa District Councils, the Policy will be publicly notified and isadopted 30 days from that notification. The Policy will be provided to theAlcohol Licensing Regulatory Authority and the District Licensing Committeefollowing adoption. Thelocal government legislation sets out specific responsibilities for functionsand activities to be delivered by Council.
That following the conclusion of the exhibition period, the draft Economic Development Strategy be brought back to Council for consideration for adoption. The Local Government Act 1993 requires councils toadopt a code of meeting practice that is consistent with the Model Code ofMeeting Practice prescribed by the Office of Local Government, within 12 monthsof an ordinary election of councillors. Prior to adopting the code of meetingpractice, councils must place the document on public exhibition for 28 days,and invite submissions for 42 days. At an Ordinary Council Meeting on11 March 2025, Council approved a draft Code of Conduct incorporating thesechanges to be placed on public exhibition. Council received one submission,which did not necessitate any changes to the draft Code of Conduct placed onpublic exhibition. Separately, officers have made one change, to clarify theGeneral Manager’s discretion to consider complaints made outside the3-month timeframe specified in the Procedures for the Administration of theModel Code of Conduct.
Tourism publications like SydneyOfficial Map and Sydney Travel Guide will help Council directly targetinternational visitors with publications found inmajor hotel chains and Sydney airport. FINANCIALIMPLICATIONSThe actionsoutlined in this report are within the current budget allocation for ChristmasDecorations. The Christmas trees used last year have been assessed by a structuralengineer who advised they passed lifespan and are not safe to use. Itis proposed to use around $66,000 to purchase new decorations with theremaining funding to be used to install the Wellington Ring and Christmas starthat remain in the Council collection.
This approach helps strengthen communityties and supports deeper emotional connections to place. That Council provides a report to the September 2025 Council Meeting outlining how the Kids Play / Kids Say program will operate, including how children will participate, the level of input they will have, and the criteria for engagement (e.g. playground size). Council has hosted live screenings of sports before due to theirpopularity with residents, including the FIFA Women’s World Cup in 2023,and provides a live screening of Mardi Gras on annual basis. In addition tochampioning the Koori Knockout locally, hosting a screening like this isanother opportunity to make historic events like this more accessible to InnerWest residents and represents a significant economic opportunity forsurrounding businesses. Onthe 80th anniversary of this tragedy the Inner West Council canrenew discussion in our community about peace and disarmament, and placeadditional pressure on our Federal Government to finally take action for thefuture of our children and the international community. Our Council has a proud history of supportingpeace, sustainability, and community education.

Initiatives to support familiesand children experiencing or leaving situations of domestic and family violenceare implemented within existing resources, including the CommonwealthGovernment's Additional Childcare Subsidy. Options for providing priority access pathways toCouncil-operated early learning centres for children of women residing indomestic violence refuges within the Inner West. The Unspoken Black Hole inHousehold Budgets,supported by the Alliance for Gambling Reform and Wesley Mission. There are five large, registeredclubs and 14 much smaller ones in the Inner West.
The proposed budget for theproposed new corrugated iron roof, kitchen, heating and cooling and externalworks is $105,000, and the cost estimate for the accessibility works is$334,000 (total $439,000). A draft online survey utilisingthe resources highlighted above has been developed with the assistance of staffengagement specialists, specifically from within Council’s CommunityEngagement Team. In terms of delivering the survey assistance from the Aquaticand Recreation Services as well as within the Parks Teams and Office of Sportwill assist in survey distribution. Sustained participation in sportand recreation is essential to supporting the health and wellbeing of the InnerWest community. Research highlights a decline in participation during key lifestages, particularly adolescence, early adulthood, and parenthood. Monitoringthese patterns enables targeted responses to support ongoing engagement andreduce periods of inactivity.

A monthly investment report isprovided to Council detailing the investment portfolio in terms of performance,percentage exposure of total portfolio, maturity date and changes in marketvalue. A further report will be submitted to the19 August 2025 Council meeting which will also include the LGNSW MotionsSubmission Guide (which is not yet completed for the 2025 Conference) to assistCouncillors who wish to submit any motions for consideration at the Conference. The Tribunal isrequired by the Act to make an annual determination on the fees payable tocouncillors and mayors.
